Origin
Why TIFA exists.
TIFA was founded in 2023 to solve a specific operational problem: Local Authorities across Wales needed faster, safer placement for 16+ care leavers and unaccompanied young people. The sector was struggling to deliver at the standard the work demands. Michael Border built TIFA Life to prove the problem was solvable, then built the group around it once the model was working.
The group
What each company does.
TIFA Property holds the residential base. It works directly with landlords across Wales to lease the homes that supported accommodation services need to operate at scale. Without the property, none of the rest is possible.
TIFA Life takes those homes and turns them into supported accommodation for 16+ care leavers and unaccompanied young people. It is the group's operating business: case management, safeguarding, support workers, the daily work of placement.
TIFA Connect was built because the software the sector was using did not exist, or did not work. It is now a standalone B2B product used by other providers, regulators and Local Authorities.
TIFA Recruits exists because the workforce gap in supported accommodation is structural and getting wider. It connects support worker talent to the providers and Local Authorities that need them, including but not limited to TIFA Life.
The group's defensibility is in the integration. A property company without supported accommodation expertise cannot serve Local Authorities at this work's standard. A supported accommodation provider without dedicated property supply runs out of homes. A software company without operational depth cannot build for the sector credibly. TIFA does all four.
Governance
How the group is structured.
Each operating company has its own leadership and its own customers. TIFA Life is run by Hannah Rees, with a structured progression into the Managing Director role. Daniel Clark leads commercial. Bessie Johnson is Operations Manager and Designated Safeguarding Lead.
Group function is centralised through Michael Border and intentionally small: capital allocation, brand, shared standards, and group-level compliance. The group runs a quarterly leadership review and a defined safeguarding and compliance audit cycle.
TIFA CIC
Community interest company.
TIFA CIC is the group's community interest company. It focuses on training, employment pathways and social value initiatives connected to the supported accommodation sector. The CIC sits alongside the four operating companies rather than as a fifth commercial entity, anchoring the group's community and workforce-development work.
