Founder of TIFA.
Founded the group in 2023. Continues to set strategy and governance across the four operating companies.
Bio
Michael Border founded TIFA Life in 2023 to fix something specific: supported accommodation for vulnerable young people in Wales could be delivered faster and more safely than the sector had managed. Within two years, TIFA Life was working with Local Authorities across all 22 Welsh regions, operating a placement model built around same-day response and a safeguarding-first standard.
The group grew to four operating companies as the model proved out. TIFA Property anchors the housing supply. TIFA Life delivers the supported accommodation. TIFA Recruits builds workforce capacity across the sector. TIFA Connect productises the operational backbone as a B2B platform for the wider sector. Michael built the first version of TIFA Connect in four weeks. It is live, in production at TIFA Life, with a founding partner cohort open to other supported accommodation providers.
Michael's role today is governance and strategic oversight rather than day-to-day operations. Hannah Rees runs TIFA Life as Operations Lead, with a structured progression into the Managing Director role. Daniel Clark leads commercial across the group. Bessie Johnson holds the safeguarding standard as Operations Manager and Designated Safeguarding Lead. Michael focuses on what scales the group: investor relationships, sector positioning, technology direction, and the long-term defensibility of the model. He lives and works in Wales.
In his words
“Three hours from emergency referral to safe placement is what the sector should look like. We built TIFA so it is.”
